Who may be eligible?

The activity is intended for uninsulated ceilings and eligible under-insulated ceilings where the existing insulation is below R2.0. Insulation at R2.0 is not the same as below R2.0. Final eligibility must be established through the required assessment process.

The ceiling-insulation activity is scheduled to expand to all eligible Victorian homes from 1 October 2026. Before this date, private homeowners can register their interest and prepare for the assessment process, but the page must not imply that the general household rollout has already commenced.

Existing insulation must not be removed merely to make an otherwise ineligible property appear eligible. Eligibility is based on the genuine pre-upgrade condition. Removal may still be appropriate when old insulation is contaminated, damaged, unsafe or unsuitable to retain, but it may be quoted separately.

No. ReInsulate can provide an initial estimate, but final eligibility, ceiling area, installation scope, certificate quantity and financial benefit depend on inspection, required safety checks, supporting evidence and Accredited Provider approval.

Eligible rental properties may participate when the program requirements are met. The landlord or authorised representative must provide the required consent, tenant access must be coordinated and each property must be assessed separately.
