A practical network for Victoria’s insulation industry

The expansion of the Victorian Energy Upgrades ceiling-insulation activity creates opportunities, but it also introduces important certification, electrical-safety, evidence and compliance requirements.

ReInsulate is building a practical partner network that brings together installation capability, customer enquiries, property coordination and Accredited Provider support. Our aim is to help suitable partners deliver safe, properly documented and high-quality insulation work.

We welcome enquiries from individuals and businesses at different stages—from fully certified installers ready for assessment through to experienced insulation professionals seeking information about the certification pathway.

Only installers holding the required full Certified Insulation Installer certification issued by the Energy Efficiency Council may perform applicable VEU ceiling-insulation installations. Partnership with ReInsulate does not replace certification, training, licensing, Accredited Provider approval or any other program requirement.

Homeowners looking for rebate information can visit our Ceiling Insulation Rebate Victoria page.

Partner With ReInsulate FAQs

Certification, approvals, electricians, referrals and documents

ReInsulate welcomes enquiries from certified insulation installers, experienced installers, insulation companies, electricians, Registered Electrical Contractors, builders, property managers, maintenance providers, referral partners, suppliers and relevant VEU industry organisations. Each application is reviewed according to the proposed partnership and current business needs.

You can submit an expression of interest without EEC certification. However, anyone performing applicable VEU ceiling-insulation installation work must hold full Certified Insulation Installer certification issued by the Energy Efficiency Council and satisfy any additional approval requirements before undertaking that work.

No. ReInsulate does not award EEC certification. Certification is managed through the Energy Efficiency Council and its applicable training and assessment pathway. ReInsulate can direct interested installers to official information, but certification remains subject to the relevant independent requirements.

ReInsulate is an independent insulation contractor. For applicable ceiling-insulation activities, it works with a VEU Accredited Provider that manages relevant approval, compliance and VEEC-processing requirements. ReInsulate must not be represented as the Accredited Provider unless its accreditation status changes and can be verified.

The company may submit an application to discuss a possible delivery arrangement. Any VEU work would remain subject to installer certification, property and activity eligibility, commercial agreement and acceptance by the relevant Accredited Provider. Applying does not automatically create access to the VEU program.

No. Joining or applying does not guarantee approval, job allocation, minimum work volumes, income, geographic exclusivity or ongoing work. Opportunities depend on customer demand, location, availability, qualifications, performance and applicable program approvals.

Yes. Licensed electricians and Registered Electrical Contractors may express interest in completing pre-installation electrical safety assessments, required rectification and other authorised electrical work. All work remains subject to applicable Victorian licensing, safety and program requirements.

Yes. Trades that discover damaged, contaminated or inadequate insulation may apply to join the referral network. Any commercial referral or partner arrangement must be agreed in advance and remain separate from the customer’s quotation unless disclosure is legally or contractually required.

Yes. Builders, property managers and maintenance organisations can discuss project, portfolio or recurring-work requirements. ReInsulate can assess insulation scope, scheduling, documentation and potential VEU eligibility on a property-by-property basis.

Requirements depend on the proposed role. ReInsulate may request certification, licences, insurance, business registration, Safe Work Method Statements, references, training records and examples of previous work. Relevant documents may also need to be verified or accepted by the Accredited Provider.

The contracting, quotation, invoicing and payment arrangement must be agreed before any work begins. It may vary according to the project and partner relationship. No applicant should quote a ReInsulate customer, use the ReInsulate name or represent an Accredited Provider without written authority.

Yes. Accredited Providers may contact ReInsulate to discuss certified installer capacity, customer acquisition, geographic coverage, project delivery, documentation and quality-assurance processes.
