Ceiling Insulation Rebate Victoria

The ceiling-insulation activity is scheduled to expand to all eligible Victorian homes from 1 October 2026. Before this date, private homeowners can register their interest and prepare for the assessment process, but the page must not imply that the general household rollout has already commenced.

The Victorian Government expects the incentive to reduce the average eligible installation cost by approximately 30–50%. This is not a guaranteed discount. The actual benefit depends on the verified ceiling area, property location, VEEC quantity, certificate value, installation cost and program administration.

No. The financial benefit is calculated for each eligible installation. Larger eligible ceiling areas and different climate or location factors may generate different certificate quantities, while certificate values can also change.

The activity is intended for uninsulated ceilings and eligible under-insulated ceilings where the existing insulation is below R2.0. Insulation at R2.0 is not the same as below R2.0. Final eligibility must be established through the required assessment process.

The completed eligible installation must achieve at least R5.0. ReInsulate may also provide suitable R6 or R7 options, subject to the property, approved products and applicable installation requirements.

Yes. An applicable licensed electrician must complete the required pre-installation electrical safety assessment before eligible insulation work begins. Any identified electrical hazards must be rectified before the installation can proceed.

Not necessarily. Electrical assessment and rectification may be separate costs. If unsafe wiring, unsuitable downlights or other hazards are identified, the required work should be explained and quoted separately before proceeding.

Not automatically. The licensed electrician must determine whether cables are supported or arranged to reduce the risk of damage or strain during insulation installation. Unsafe, damaged or vulnerable wiring may require rectification, but the assessment should be based on the actual condition and risk.

Existing insulation must not be removed merely to make an otherwise ineligible property appear eligible. Eligibility is based on the genuine pre-upgrade condition. Removal may still be appropriate when old insulation is contaminated, damaged, unsafe or unsuitable to retain, but it may be quoted separately.

Insulation removal, industrial vacuum cleaning, sanitising and disposal may not be covered by the VEU financial benefit. ReInsulate can inspect the roof space and provide a separate itemised price where these services are required.

Online maps and aerial images may be used for an initial estimate, but the final eligible area must accurately represent the ceiling space being upgraded. Eaves, porches, garages, voids, inaccessible sections and other excluded areas can make the verified area smaller than the roof outline.

Eligible rental properties may participate when the program requirements are met. The landlord or authorised representative must provide the required consent, tenant access must be coordinated and each property must be assessed separately.

No. The $200 including GST amount is the mandatory minimum customer contribution per upgrade. It is not a guaranteed final installation price. The actual customer contribution depends on the total quoted work and the financial benefit applied to the eligible installation.

No. ReInsulate can provide an initial estimate, but final eligibility, ceiling area, installation scope, certificate quantity and financial benefit depend on inspection, required safety checks, supporting evidence and Accredited Provider approval.

ReInsulate is an independent insulation contractor and is not presented as the VEU Accredited Provider. For applicable ceiling-insulation upgrades, ReInsulate works with a VEU Accredited Provider that manages the relevant approval, compliance and VEEC-processing requirements. ReInsulate coordinates the insulation assessment, quotation and installation using appropriately certified installers.

Applicable VEU ceiling-insulation work must be completed by installers holding full Certified Insulation Installer certification issued by the Energy Efficiency Council. ReInsulate must verify each installer’s current certification and approval status before allocating VEU work.
